The IP phone cannot download its configuration file. Auto register is disabled and an individual phone is not explicitly configured. Auto assign is enabled and there are more IP phones than there are available telephone or extension numbers. The appropriate Cisco phone firmware is not or cannot be installed on this IP phone.
